Why it happens

Nothing is listening on the configured HOST:PORT — listener not started, wrong host/port, or a firewall blocking 1521.

How to fix it

Run lsnrctl start, verify the port with lsnrctl status, and whitelist 1521 in the firewall. Confirm the client's HOST maps to a routable address.
